On 7 November 2025, the 2025 Shanghai Professional and Technical Talents & Projects Matching Conference was held at the Shanghai Exhibition Center. The conference was hosted by the Shanghai Municipal Human Resources and Social Security Bureau, and co-organized by the Shanghai Municipal Commission of Economy and Informatization, the Shanghai Municipal Science and Technology Commission, the Shanghai Municipal Commission of Housing and Urban-Rural Development, the Shanghai Municipal Transportation Commission, the Shanghai Municipal Bureau of Planning and Natural Resources, the Shanghai Municipal Data Bureau, and the Shanghai Municipal Bureau of Ecology and Environment.
During the conference, the Shanghai Municipal Human Resources and Social Security Bureau issued the official document Shanghai List of Recognized Overseas Professional Qualifications (Version 3.0) (Document No.: Hu Ren She Zhuan〔2025〕298). Following their inclusion in Version 2.0 of the List in 2024, the following three qualifications have once again been added to Version 3.0:
ATHE Level 7 Extended Diploma for Payments and Tax Agents
ATHE Level 7 Diploma for Payments and Tax Agents (Human Resource Management)
ATHE Level 7 Diploma for Payments and Tax Agents (Finance and Taxation Management)
Holders of the above certificates working in Shanghai may apply for multiple-entry visas valid for up to five years upon presentation of an invitation letter from a relevant organization.
Non-local household registrants may obtain corresponding professional qualification or professional title points when applying for points-based Shanghai Residence Permit. They may also directly apply for assessment and recognition of the corresponding associate senior professional titles in relevant disciplines (majors).
